Lhamu Tsering conducts a Pendeba meeting in front of ancient, and now-eroded, watch towers in the Dingri area of Qomolangma Preserve. Among other tasks, Pendebas attempt to work with the residents of their villages to clarify what the villagers would like to do in terms of agricultural improvements, health care, education, and income generation.
